Innovating Justice

Accelerating the Electronic Monitoring Service Programme for the Ministry of Justice

Situation

Implementing a New Generation Electronic Monitoring Service

The Ministry of Justice (MoJ), in its pursuit of a world-class justice system for all, initiated a major programme to introduce a new generation Electronic Monitoring Service (EMS). Capita, a key service provider for the EMS program, manages the electronic tagging and monitoring of subjects across England and Wales. The contract also paves the way for Capita to deliver additional services for the MoJ using cutting-edge technologies.

To ensure a pragmatic and effective delivery among all stakeholders, Capita engaged Servita as expert advisors to provide program quality assurance for the EMS major program.

Solution

Expert Program Review, Assurance Services, and Stakeholder Alignment

Servita assembled a multi-disciplinary team of experienced specialists to conduct programme review and assurance services. The initial focus was to identify ways to reduce the overall EMS program delivery time. This involved facilitating critical workshops between parties to align expectations with the forward delivery plan. As an objective and independent assurance authority, Servita reviewed key aspects of the Capita and MoJ EMS program plan, including:

  • Programme and Project Management
  • PMO, Risk, Issue, Plan, and Configuration Management
  • Enterprise Architecture and Business Analysis
  • Requirements Elaboration, Application, and Infrastructure Design
  • System Design and Integration
  • Vendor, Client, and Stakeholder Management
  • Testing, Planning, Execution, and Management
  • Service Introduction and Transition

Results

Optimised Delivery Plan and Ongoing Independent Assurance
Capita benefited from Servita’s facilitation of key issues, risks, and planning items between Capita and MoJ, which helped the parties agree on an optimal forward delivery plan. Servita’s continued involvement in the programme as an independent assurance capacity ensured the quality of delivery and the recommendation of activities and approaches to safeguard the timely and effective delivery of MoJ and Capita’s requirements.

By partnering with Servita, Capita was able to accelerate the EMS program, streamline stakeholder communication, and ultimately contribute to the MoJ’s mission of delivering a world-class justice system.
